Description:
Our client is a waste management company with expertise in mineral waste, demolition and remediation services, stabilisation and back filling of disused mines, landfill site operation and production of secondary construction material.
The company network consists of over 60 business locations and around 500 employees. In 2012 its network of around 20 construction waste treatment facilities produced approximately 2.3 million tonnes of high quality recycled aggregates.
Additionally the company produces around 1.3 million tonnes of quality assured secondary aggregates from waste incineration slag and ash which is marketed for a number of different applications, for example in road and motorway building and noise protection barriers.
The company is a subsidiary of a large English group which is one of the world’s leading water and environmental service companies with approximately 30,000 employees and 500+ locations in 34 countries.
Background
A sustainable solution to the problem of household waste that cannot be recycled is processing it in an Energy from Waste (EfW) plant. The waste is incinerated to produce energy. A by-product of the process is a form of ash known as Municipal Solid Waste Incinerator (MSWI) bottom ash or Incinerator Bottom Ash (IBA). One tonne of waste usually produces about 250 kg of bottom ash.
Slag and ash from waste incineration plants contain metal and other materials which must first be removed. Our client offers reliable concepts to ensure that the maximum possible volumes of incineration residue can be recycled. Its waste management system in the form of a “Slag (IBA) processing/treatment plant” offers a recycling process that begins with the in situ collection and transport of residual mineral materials and continuing with closely monitored processing and production stages ending up with a quality recycled material which can be used in a variety of applications i.e. road construction.
Our client is now extending its worldwide activities by building a “Slag (IBA) processing/treatment plant” on Singapore to assist the authorities in dealing with the recycling of the Incinerator Bottom Ash (IBA) residue. The plant will go into operation in April 2015 and will be able to process 600.000 tonnes of ash.
For this reason the company is now looking for an experienced

to take commercial, financial, technical and operational responsibility for all aspects of the business, reporting directly to the company representatives based in England.
Responsibilities
Build up the company with full commercial, financial, technical and operational responsibility.
Start building a business framework and strategy prior to the building of the plant which will commence in October 2017 ensuring a smooth transition when the plant goes into production.
Work closely with all agencies involved in the building of the plant, including local government departments, building/construction companies, planners etc.
Set up full administrative commercial and financial procedures, in line with the running of a business and according to parent company processes.
Recruit, train and develop a 30 strong team which will include administrative and plant operating staff.
Assume full operational responsibility for the plant ensuring high standards of work, safety, quality and maintenance.
Manage all resources to maximise efficiency and profitability.
Guarantee the smooth running of daily business from an operational and administrative point of view.
Lead and motivate the whole company; establish training programmes and set performance goals for all employees, monitor performance on a continual basis.
Develop lasting business relations with strategic partners including local government agencies.
Develop systems and procedures for the shipping of residual metals back to Europe.
Build up a customer base for selling metals within the immediate region and further afield (Asia).
Develop a supplier network for machinery and spare parts for the repair and modification of the installation.
Person
You are experienced in the setting up and running of a commercial and technical business operation.
Ideally you have gained experience within the waste recycling industry or industries such as mining, cement manufacture, raw materials, transport, Oil and Gas or Utilities and have a sound technical background.
You are used to managing day to day Capital Plant operations and a workforce on a split shift system.
You possess a good network of contacts within the appropriate influencing agencies.
You are an excellent organiser and developer of internal and operational processes.
You possess strong communications and personal skills at all levels including influence and persuasion, tenacity, commercial awareness and judgement, integrity and trust, innovation and leadership.
You speak good English.
